On 24 January, the UK Minister for EU withdrawal David Davis said he expects a full break with the EU in March 2019. By this moment, he said, all the essential negotiations for Brexit will have to be completed.
According to him, in the transition period it will be mistaken to get involved in the negotiations. Davis hopes to complete them before the start of the period.
One of the main supporters of Brexit, Jacob Riis-Mogg, a conservative deputy, asked Davis if Britain would become a «vassal state» if it continued to pay the EU budget and obey its laws after the release. Davis smiled, and said that it would not be forever. In addition, he added, he does not accept the term «vassal state».
The bottom line is that for the entry into force of the new EU rules it will take two years, and the transition period will last 21 months. According to Davis, any new rules will thus be formed at a time when the UK remains a member of the EU.
The minister hopes to agree on the details of the exit, as it is expected that Britain will have to pay the EU. The transition period will allow the British to conclude international transactions, which will come into force in 2021.

The minister explained that the UK will not be a member of the EU, and therefore will not «obey the duty of sincere cooperation» and will be able to conclude trade deals with other countries.
Two years are «not taken from the air» , he said. Time is needed to clarify, for example, the border agreements. After the expiry of the term, the rest of the countries will begin to consider this not as a transition period, but as a new trade deal, they will be considered a «mixed agreement», and hence all parliaments of the EU countries must agree with it.
The EU wants to complete the transition at the end of 2020, because this is the end of their budget period, Davis said. But the date will not suit the UK, as in 2020 the grace period for EU citizens wishing to stay in the United Kingdom will end. Therefore, to agree on the merits of a new trade deal with the EU, London wishes to withdraw from the EU in March 2019.
