On 27 June Russian President Vladimir Putin arrived in Udmurtia. The head of state visited the emergency barracks, which he was told during a Direct line on 15 June, discussed with the Russian industrialists the issues of the development of mechanical engineering and military–industrial complex, and also talked to talented youth. Less than a year has passed since Vladimir Putin’s previous visit to Izhevsk, but during this time a lot has changed in the region. In the first place management and approaches are. Since April this year the former secretary of the Public Chamber of Russia Alexander Brechalov has headed Udmurtia. One of the purposes of the presidential visit was just an inspection of the results of his work for three months. This autumn Alexander Brechalov will take part in elections for the post of the head of the region, and such attention of the first person of the state turned out to be at the right time.
However, the first place that Vladimir Putin visited in Izhevsk was barracks in one of the districts of the city. An inhabitant of the emergency house Anastasia Votintseva managed to tell the President in the middle of June about her diaster during a Direct line. According to the girl, despite the unbearable living conditions in the wooden house, where the floor is falling and the walls are rotting, they were placed in the line for resettlement only in 2029.
Anastasia with her sister and three children live in one room. There is no gas in the barracks, the toilet is outside. «How can we live in such conditions for another twelve years?» The Izhevsk resident asked Vladimir Putin. Then the head of state promised to personally visit Anastasia on his trip to Izhevsk.
Not only residents, but also officials were waiting for Vladimir Putin in the barracks, the first — with hope, the second — with trembling. Within weeks in Izhevsk 17 such barracks have been visited by all the representatives of the authorities from the head of the city district to the head of the region. A few days before the arrival of the president, the old house was even tried to patch up — hung hanging wires, laid a new plywood on the porch, pushed the falling fence and covered the broken road with asphalt crumbs. But this did not change the general situation.
Arriving at the barracks, Vladimir Putin, surrounded by local residents and their children, asked first thing head of Udmurtia what the regional authorities intended to do.
«We will try to make the project by December, and from next year we will start settling, first of all these are barracks,» Brechalov told the president.
«Resettle the most needy people by the end of this year, find your republican money, I will help you out of the Reserve Fund,» Vladimir Putin instructed.
On behalf of the president, until the end of the year, the 11 most needy families will receive new apartments. They promised to move them to the high-rise buildings that are being built nearby.
The rest will receive new housing as far as possible.
Finally, Vladimir Putin made another gift — congratulated Anastasia Votintseva on her birthday, which she celebrated on 27 June. He gave the girl flowers and a ticket to Sochi for the whole family.
«Today you are my best gift,» the birthday girl got very emotional.
Later, during a working meeting with Alexander Brechalov, the president once again touched on the topic of emergency housing and called on the head of the republic to finally resolve the issue with the barracks, which there are numerous in Izhevsk.
After that, the President went to the Kalashnikov Concern, where the participants of the meeting of the bureau of the Union of Machine Builders and the League for Assistance to Defense Enterprises were waiting for him.
«In recent years, most of the machine building industry companies — both in Izhevsk and other regions — have been able to adapt to external constraints and other difficulties, and have concentrated resources on the priority areas of their work. New technological competencies and intellectual centers appear in the country, advanced science-intensive centers, science-intensive products meet the requirements of the world market,» Vladimir Putin said, opening the meeting.
He told that the state is ready to support financially mechanical engineering. Only four programs — «Development of Industry and Enhancing Its Competitiveness», «Development of Shipbuilding and Technology for Offshore Development,» «Development of the Electronic and Radioelectronic Industry» and «Development of the Aviation Industry» — the total amount of financing this year will be 283.3 billion Rubles, in 2018 — 187 billion, and in 2019 — 172.3 billion rubles.
The head of state also outlined the main tasks of the development of machine-building, including the building of export potential, technological renewal, attraction of investments in the defense industry and training of professional personnel.
Especially the president focused on the development of exports and sanctions. As the head of the corporation «Rostec» Sergey Chemezov noted, Western sanctions, although have an impact, but some enterprises do not interfere at all. For example, the Kalashnikov Concern has increased its portfolio of orders by 6 times, to $ 300 million since the introduction of sanctions.
«And this is given that the concern has lost its main foreign market — American, I mean the market of civil and sports weapons. And I was practically forced to look for my new partners from zero,» Chemezov said.
«For 4 months of this year, exports of civilian engineering products grew by 17%, to $ 4.5 billion. But we have the capacity and reserves to increase this figure. The state will continue to provide exporters with comprehensive support. We are implementing a whole range of measures in this area. To support the export of industry approved a set of measures with financing of 20 billion for 2017, «- said the president.

The participants of the meeting also discussed such an exiting issue concerning industrialists as the cadres. Vladimir Putin recalled that Russia has joined the WorldSkills international association, whose tasks include the popularization of working professions.
«Machine building enterprises should participate more vigorously in this movement,» he stressed.
An illustration of his words was the tripartite agreement between Udmurtia, the Kalashnikov Concern and the federal operator of the network of children’s technoparks «Quantorium.» The agreement in the presence of Vladimir Putin was signed by Alexander Brechalov, the general director of the Kalashnikov Concern Alexey Krivoruchko and the director of the Foundation for New Forms of Education Development Marina Rakova.
The first technopark on the all-Russian project «Quantorium» is already under construction in Izhevsk. For this purpose Udmurtia received 57 million from the federal treasury, becoming one of 17 pilot regions for the creation of educational sites of a new type. In specially equipped laboratories and workshops of «Quantoriums» children are trained in robotics, computer graphics, programming, 3D modeling — all those skills that are so necessary for the technical specialists of the future. The opening of children’s technoparks is aimed at involving children in programs of scientific and technical creativity and training highly qualified engineering personnel.
The second technopark, under which the agreement was signed, will be established in Izhevsk with the support and participation of the Kalashnikov Concern.
«We will teach children what we know ourselves — technologies in production, modeling, management. In the Quantorium our specialists, and invited coaches from other companies and enterprises will work. Teachers of the corporate university of Sberbank have already expressed their readiness to participate in the project. For us, this is not just an investment in an important matter, but also a kind of forge of cadres, «said the company’s general director, Alexey Krivoruchko.
In addition, representatives of the concern promised to open two classes of robotics in rural areas of Udmurtia.
The future of technical education was also mentioned at the meeting of Vladimir Putin with young specialists and schoolchildren who won prizes in technical Olympiads. The guys told the head of state about their projects.
The last item on the Izhevsk agenda of the President was the visit of another defense enterprise — IEMZ Kupol , which produces anti-aircraft missile systems TOR and Osa.
Vladimir Putin was shown the latest equipment of the plant, including the entire line of TORs, unmanned equipment and some copies of products that are still being produced. After that, he inspected the meteorological production site, where, after complete re-equipment, the release of a fundamentally new high-tech product — solid-state wave gyroscopes (TVGs) — was established. At the end of the visit, Vladimir Putin congratulated the plant staff on the 60th anniversary of the enterprise.
